The Caribbean Region has many challenges in establishing and maintaining its Human Resources for Health (HRH). HRH speaks to the need for sufficient numbers and appropriate mix of efficient, responsive, and competent workers, fairly distributed to achieve the best health outcomes possible given available resources and circumstances. The HRH challenge has been significant in the areas of primary care and public health. CARPHA’s long-term Strategic Outcome for training is that Member States possess strong capacity to deliver public health services and to address current and emerging public health issues with minimal reliance on CARPHA. This entails capacity building and sustainability of the Region’s health systems in the area of Public Health. The Intergovernmental Agreement (IGA), which defines what CARPHA is and does, speaks to training and/or the need for training in its Article 5: “enhancement of national capacities to deliver public health goods and services … through on-going teaching, training and collaboration”.
CARPHA’s Training Unit has developed a strategic framework for the Agency’s training function, which has been approved by the Training Advisory Committee (TrAC). The TrAc is a 12 member sub-committee of and reports to the Agency’s Technical Advisory Committee, which reports to the Executive Board. Membership of TrAC includes:
1. To ensure CARPHA staff is competent to practice and train in areas consistent with the core service specialities and mandates of CARPHA.2. To address CARPHA Member States (CMS) basic and applied public health training needs (in Epidemiology, Laboratory management and quality assurance, M&E, Surveillance, Research, Policy Development, etc.).3. To provide quality training programmes progressing to certification and accreditation.4. To assist/ensure CMS are better equipped to more effectively address their public health functions through pre-service and in-service training opportunities.5. To better address regional and national public health training issues/concerns/ challenges.6. To facilitate/advocate for the development of Career Paths in public health for the Region.
