The objective of the Caribbean Public Health Laboratory Network (CariPHLN), established by
CARPHA in 2015, is to strengthen the laboratory capacity of Member States in support of
surveillance, prevention and control of important public health problems, as well as to provide
more ready access to referral and specialized testing, through the establishment of a Caribbean
Public Health Laboratory Network, which ensures quality standards across the Region. CariPHLN
includes six technical advisory groups (TAGs).

The first meeting of the Data Management TAG took place at CARPHA on 9-10 August 2017.
The TAG consists of volunteers from CARPHA Member States and partners, including the Public
Health Agency of Canada, (PHAC), Caribbean Med Labs Foundation (CMLF), Pan American
Health Organization (PAHO/WHO), US Centers for Disease Control and Prevention, Association
of Public Health Laboratories (APHL), etc.

The first meeting of the Data Management TAG was convened with the following objectives:

 Establish a mechanism for regional and national communication and data management
 Expand and improve national and regional reporting of laboratory data and information in
support of surveillance
 Establish standardized national and regional data management and communication
 Facilitate security and confidentiality of patients/country Data
 Enhance network communication

The final day of the meeting was conducted by CMLF with the following objectives:

 Enhancing Laboratory surveillance for HIV/ TB
 Meeting the challenges and bridging the gaps.
 Setting and tracking benchmarks for quality and relevance of laboratory operations.

Based on the discussions and outcomes of the meeting, the following are the key
recommendations and follow-up actions:

1.1 The CariPHLN Network Manager will develop a schedule in collaboration with Chair of
the Data Management TAG to organize virtual meetings of the Data Management TAG
and its Sub-Committees to support Data Management workplan implementation –
including setting targets and monitoring indicators for implementation.

1.2 The CarPHLN Network Manager and Chair of the TAG will establish a system for
monitoring implementation of the finalised workplan e.g. through quarterly reports
from Chairs of Sub-Committees/Working Groups of the Data Management TAG.

1.3 A working group will be established to develop the structure and content of CariPHLN
1.3.1 In collaboration with PHAC and CMLF develop the outline and content for
CariPHLN Forum.

1.3.2 Invite members of CariPHLN to register as members on the CariPHLN Forum.
1.3.3 Populate forum with basic information.
1.3.4 Establish Forum space for Sub-Committees/Working Groups.

1.4 A small Data Management Working Group (including APHL expert) will be established to
undertake the following:
1.4.1 Finalise CariPHLN Data Management TAG Workplan based on Appendices 11
and 12 of this report.
1.4.2 Establish data sharing policy.
1.4.3 Provide guidance on algorithms and SOPs, including operational and quality
1.4.4 Harmonize tools for standardized data management.
1.4.5 Work with CARPHA Data repository to facilitate capture of laboratory data.

A Schuylab User Working Group will be established on CariPHLN Forum to develop a
workplan for presentation to the TAG for approval.
1.5.1 Monitor implementation of Schuylab User Working Group Workplan through
reports to the TAG.

1.6 A Sub-Committee will be established to guide implementation of the CariPHLN
Dashboard based on dashboard elements identified in Appendix 18.

Mr. Merrill Wongsokarijo agreed to remain as Chair of the CariPHLN Data Management
