Administrator - Caribbean Regulatory System (CRS)

 

Overview

CARPHA’s mission is to provide strategic direction, in analysing, defining and responding to public health priorities of Member States, in order to prevent disease, promote health and to respond to public health emergencies and to support solidarity in health, as one of the principal pillars of functional cooperation, in the Caribbean Community.

 

Context

To manage and coordinate the administrative, maintenance and support activities of the Caribbean Regulatory System (CRS). The incumbent is responsible for oversight of the daily administrative activities of the Unit and for supporting project management.

 

Summary of Responsibilities

The specific responsibilities will include but not be limited to:

 

  1. Provide administrative services to the unit including advising on the application of regulations and rules governing the conditions of service of the staff.
  2. Assist in implementing and monitoring ongoing projects, in collaboration with CARPHA Monitoring and Evaluation Unit, and Programme Coordination Unit.
  3. Prepare   correspondence,    activity    reports,    and    periodic    communications,    including newsletters, webpage content, infographics.
  4. Assist in maintaining records of the CRS, including minutes, product databases, operational procedures, training material, technical summaries, reports, and publications.
  5. Coordinate arrangements for meetings and/or webinars hosted by the CRS.
  6. In collaboration with Director of Corporate Services, assist in maintaining records of invoices, User Fees pending, fees paid, and fees credited to applicants.
  7. Coordinate the procurement of goods, supplies and services necessary for CRS’ operations, within budget.
  8. Act as HR focal point to provide support and coordination for HR activities including recruitment, orientation, staff development activities and performance appraisal.
  9. Ensure the security and maintenance of the unit’s premises including maintenance of appropriate inventories of all furniture and equipment.
  10. Work with team members to uphold standards of excellence.

Qualifications:

Essential: Formal training in advanced secretarial procedures, as evidenced by administrative professionals certification or equivalent.

 

Desirable: Diploma in business administration, or project management. Excellent knowledge of English. Working knowledge of Spanish is desirable.

 

Experience:

Minimum of 5 years administrative experience in international or regional organization.

 

IT /Software Skills:

  • Proficient in the use of a variety of database tools, spreadsheets, word processing and presentation software (e.g., Microsoft Office) and retrieving information through the internet.
  • Demonstrated ability to manage the use of web conferencing platforms such as Zoom, WebEx, GoTo Meetings etc.

 

Technical Expertise:

    • Ability to undertake project management activities, including monitoring and evaluation
    • Ability to manage administrative processes and projects.
    • Ability to write/originate meeting notes, correspondence and periodic reports.
    • Proficient in Microsoft Applications e.g. Word, Excel, PowerPoint.
    • Ability to work with a high level of accuracy with attention to detail, in the absence of direct supervision
    • Ability to coordinate / manage teams consisting of different personalities to develop solutions
    • Ability to effectively promote and articulate the Agency’s role, function, programmes and initiatives through the consistent application of communication policies and strategies.

 

Tenure

    • The period of this assignment will be for a period of one year.
