REQUEST FOR CONSULTANCY SERVICES

The Ministry of Health and Human Services is seeking a qualified Consultant to conduct an assessment on the potential establishment of a Health Services Authority (HSA) in the Turks and Caicos Islands.
Scope:
The Consultant will review existing health sector structures, conduct stakeholder consultations, assess institutional, legal, and financial readiness, and develop an implementation roadmap. Deliverables include an inception report, draft assessment report, stakeholder validation workshop, and final report.
Qualifications:
- Master’s degree or higher in Public Health, Health Administration, Health Policy, Business Administration, or related field.
- Minimum 10 years’ experience in health systems development or institutional reform.
- Proven experience with HSA assessments or similar work, preferably in the Caribbean.
- Strong analytical and report-writing skills.
Duration: 12 weeks
