EASTERN CARIBBEAN SUSTAINABLE TERRESTRIAL AND MARINE ECOSYSTEMS PROJECT
MULTIMEDIA CONTENT PRODUCER
REQUEST FOR EXPRESSIONS OF INTEREST
The Organisation of Eastern Caribbean States (OECS) Commission has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to one million, six hundred and seventy thousand, two hundred and thirty-two United States dollars (USD1,670,232) towards the cost of the implementation of the Eastern Caribbean Sustainable Terrestrial and Marine Ecosystems Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of OECS Commission and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than OECS Commission shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Organisation of Eastern Caribbean States (OECS) Commission, the Executing Agency, now wishes to procure a Multimedia Content Producer.
The objective of the consultancy is to produce high‑quality multimedia content (videography, photography, and edited short and long‑form videos) that documents and communicates the project’s interventions, outcomes, and community impacts across terrestrial and marine ecosystems in the Eastern Caribbean. The Consultant will develop concepts and storyboards, conduct field filming and interviews, and deliver polished content for social and broadcast channels in line with OECS branding and donor visibility requirements.
Prospective candidates must possess the following Qualifications and Experience:
- Bachelor’s degree or equivalent qualification in videography, film production, communications, journalism, or a related field.
- At least six (6) years of experience in media production, videography, documentary filmmaking, and photography.
- At least four (4) years of experience filming people in diverse settings, including interviews and on-camera testimonials and capturing the natural environment.
- Demonstrated ability to work in the Caribbean context with at least assignments based in the region within the last 6 years.
- Three (3) years of demonstrated technical competence in video editing, drone imaging, graphics, and animation.
- Demonstrated knowledge of environmental issues in the Caribbean evidenced by at least two (2) years of relevant professional experience or the successful completion of at least one (1) project in the field. Additional evidence may include academic qualifications (minimum certificate level), or at least one (1) published research paper, article or technical report on the subject matter.
The duration of the assignment is expected to be for a period of thirty-five (35) professional/working days over a period of six (6) consecutive months. The Consultant may be required to travel periodically.
The OECS Commission now invites interested eligible individual consultants to submit Expressions of Interest, in the form of a curriculum vitae (CV) and cover letter, indicating qualifications and experience required to provide these consultancy services.
Consultants shall be eligible to participate if:
- the persons are citizens or bona fide residents of an eligible country; and
- in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries include member countries of CDB and non-member countries that meet the eligibility criteria for procurement under the European Union (EU)-funded programme, in accordance with the EU Eligibility Rules. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

An electronic copy of the Expressions of Interest must be received at the first address below and copied to the second address no later than 4:30 pm Atlantic Standard Time (AST) on April 01, 2026. The subject line should read “Expression of Interest – Consultancy Services for Multimedia Content Producer.”
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. OECS Commission reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
