Abstract: The objective of the consultancy on Strengthening and Expanding Climate Integrated Early Warning Systems (EWS) in the Caribbean is to contribute to reduced mortality and morbidity from expected health consequences or diseases in Caribbean countries.
The Consultant will be responsible for improving surveillance capacity of professionals working in health sector and health-determining sectors. More specifically, a team will be contracted to develop and implement an early warning surveillance system (EWS) for identified climate sensitive disease(s) in 2 Caribbean countries in order to support public health planning

The Caribbean Public Health Agency (CARPHA) has received financing from the Inter-American Development Bank (IDB), toward the cost of Reducing the Public Health Impact of Pandemics in the Caribbean through Prevention, Preparedness, and Response, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is concerned with Strengthening and Expanding Integrated Early Warning Systems (EWS) in the Caribbean. The Caribbean Public Health Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in:
- Surveillance assessment tools/ early warning system design in the Caribbean health sector
- Development and implementation of Feasibility studies for climate integrated early warning systems/ of Stakeholder Action Plans
- Experience in Database development in the health/ climate sector as well as spatial-temporal models
- Monitoring and Evaluation
- Training in data analysis and model platform system maintenance
- Project Management
Required information:
- A signed transmittal letter.
- A company profile providing general background, years of operation; management support systems, project management expertise; organizational structure: and country of registration of the firm
- Description of similar projects providing the following for each referenced project:
- Objectives, scope, summary of strategy, surveillance systems designed/ implemented
- Prior database development/ training and operationalization
Consulting firms will be selected in accordance with the procedures for Selection Based on the Consultants’ Qualifications (CQS), set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15and is open to all bidders from source countries of the Bank as defined in the Policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the shortlist, the nationality of the firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it. Any firm wishing to express interest must be legally constituted or incorporated under the laws of a member country of the Bank.
