The Caribbean Public Health Agency (CARPHA) has received financing from the World Bank toward the cost of the OECS Regional Health Project and intends to apply part of the proceeds for consulting services for an Epidemiologist.

 

OBJECTIVE OF THE ASSIGNMENT

The objective of the Assignment is to support the activities under Component 2, Strengthening Public Health Surveillance, with a focus on improving preparedness capacities of health systems for public health emergencies in the OECS region and more specifically in Dominica, Grenada, St. Lucia, St. Vincent and the Grenadines and in CARPHA.

 

The purpose of this assignment is to provide technical expertise and support in strengthening public health surveillance systems under Component 2 of the project. The focus is on enhancing the preparedness capacities of health systems in the OECS region to effectively respond to public health emergencies. The primary beneficiaries of the services to be delivered by the consultant will be Dominica, Grenada, St. Lucia, St. Vincent and the Grenadines and CARPHA.

 

The consultant is responsible for ensuring the thorough and timely development and submission of all required deliverables, which are essential to achieving the project’s goals and improving regional health security.

 

BRIEF SCOPE OF WORK

 

To provide technical assistance for the following:

  • Support the capacity building initiatives and implementation of recommendations emanating from Communicable Disease (CD) surveillance assessments.
  • Support countries with development of relevant integrated surveillance reports for timely detection, response and monitoring of new, emerging and re-emerging diseases and other public health threats.
  • Support the development of hospital based (clinical infections) surveillance reports and its implementation at country and regional level.
  • Assist in the implementation of the regional-level activities related to the Joint External Evaluation (JEE) self-assessment.
  • Develop relevant terms of reference for consultancies under the World Bank OECS grant
  • Support the development of action plans for health security in the region.
  • Support preparedness, investigations and response to outbreaks or emergencies in the region.

The Caribbean Public Health Agency (CARPHA) now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

QUALIFICATIONS AND EXPERIENCE

 

The candidate must possess the following qualifications and experience:

 

Academic Qualifications

  • Essential: A Master’s Degree or equivalent in Epidemiology or Public Health or related field
  • Desirable: Relevant specialist knowledge or expertise acquired through experiential learning or postgraduate /professional qualifications in public health, communicable diseases and epidemiology and/or outbreak investigation.

 

Specific Experience

  • Ability to successfully apply the Agency’s communication policies and strategies in interactions with key stakeholders in Member States and international partners.
  • Sound experience with at least one analytical tool for analysis and reporting of epidemiological data.
  • Excellent interpersonal, oral and written communication and negotiation skills.
  • Ability to work on own or with members of a team
  • Ability to comfortably multi-task.
  • Ability to adjust to changing priorities within demanding timeframes.

 

General Experience

  • At least 5 years including field experience. Experience in communicable disease surveillance
  • Experience in capacity building, developing and promoting collaborative partnerships.
  • Knowledge of quantitative and qualitative methods

 

Languages

  • Excellent knowledge of English – written and spoken

Duration of the assignment: The contract will be for a period of 12 months.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants set out in the Procurement Regulations.
