The Caribbean Community (CARICOM) Secretariat, with the support of the Caribbean Development Bank (CDB), developed and implemented the CARICOM Results-Based Management (RBM) System based on the Community Strategic Plan 2015-2019. The CARICOM RBM System was developed to serve as a mechanism to engender a more results-oriented culture within the Region. It was executed to improve implementation rates, increase accountability, transparency and improve governance of the Community.
The Conference of Heads of Government of CARICOM later mandated that all Regional Institutions, including the Caribbean Public Health Agency (CARPHA), adopt the RBM approach and institutionalise RBM in their operations.
In early September 2021, CARPHA signed a contract with Le Groupe-Conseil Baastel, simply known as Baastel for the project, to institutionalise RBM at the Agency. The project, which is expected to run over a period of twenty-one (21) months, will see the development of CARPHA’s new CARPHA Strategic Plan which will cover the period 2022-2025.
“This new results-oriented Strategic Plan will define the direction of the Agency over the 4-year period and will be developed through consultation with Member States, Regional Institutions, and other stakeholders. A Performance Management Framework which will facilitate the monitoring of, and reporting on the Strategic Plan, will also be developed,” stated Dr. Joy St. John, CARPHA Executive Director.
Baastel will also be engaged in the design and operationalisation of a web-based CARPHA RBM System and capacity building of staff at the Agency in the areas of RBM and Monitoring and Evaluation (M&E). The company has extensive experience in working with governments, United Nations agencies and national and international non-governmental organisations in strategic planning, including experience in the region with the CARICOM Secretariat and the CDB.
Funding for this activity is being provided by the European Union (EU) through the 11th European Development Fund (11th EDF) Programme of Support for Health Security Strengthening for Prevention and Control of Outbreaks of Communicable Diseases in the Caribbean, for which CARPHA is the Executing Agency. The Secretariat of the Organisation of African, Caribbean and Pacific States (OACPS) has supported CARPHA’s access to these resources. This project, which is valued at €8,000,000.00 and has a duration of four (4) years, will enhance the institutional capacity of CARPHA to effectively support the Caribbean in preparing for and responding to public health emergencies.
